Zašto odlaze mladi stručnjaci?

materijalna dobit ili mogućnost usavršavanja? Ima li Srbija potencijala da im te dve stvari pruži?

Mlad čovek sa diplomom inženjera informacionih tehnologija ima dovoljno stvarnih prednosti nad svojim kolegama koje studiraju neke manje tražene discipline, pa podgrevanje nerealnih očekivanja zaista nije potrebno, a nije ni korisno.

Šta želim da kažem? Početne plate u sektoru ICT, u našoj zemlji, veće su za više od 50% u odnosu na početne plate u drugim sektorima. Te plate takođe brže rastu i među najvećima su u apsolutnim iznosima, kao i relativno prema drugim sektorima.

Oni koji odu na Zapad imaju mnogo veća nominalna primanja, nego mi u Srbiji, ali u relativnom smislu, kada se porede sa kolegama u zemlji u kojoj žive, njihov život nije drastično bolji nego da su ostali u otadžbini i da rade sličan posao. Što se naučnika tiče, tu smo potpuno inferiorni u pogledu uslova koje im Srbija nudi.

Treba razlikovati dve stvari: prvo – postoji efekat magneta, jer oduvek su najbolji išli da se oprobaju tamo gde je koncentracija znanja i tehnologije, tamo gde je magnet. Danas je magnet, za IT, smešten u kompanijama i univerzitetima u SAD. Tamo je centar sveta za ovu struku. Drugo, postoji ekonomska emigracija, kojoj nisu podložni najbolji, već oni koji su ocenili da ovde nemaju perspektivu za prostojan život.

Mi, srpsko društvo, možemo uticati da se ova druga kategorija više ne odlučuje na emigraciju i time ćemo zaustaviti ono što se naziva ružnim terminom “odliv mozgova”. To znači dati šansu preduzetništvu. Često imam utisak da se, kad se govori o odlivu mozgova, misli na one koje privlači “magnet”, a njih niko neće zaustaviti.

Ne treba da razbijamo glavu pitanjem kako sprečiti odličnog srpskog inženjera sa 23 godine da ode na vrhunsku poziciju u Ameriku. Trebalo bi da se pozabavimo pitanjem – kako zaustaviti tridesetogodišnjeg prosečno dobrog srpskog inženjera da ode u prosečno dobru evropsku kompaniju.
